The Ministry of Health (MOH)
has always improving health care system for better health and provided a comprehensive range of affordable and quality care service to serve the people of Malaysia.
One of the key component to improve health care system is to monitor, control and regulate private healthcare facilities and services by enacting the Private Healthcare Facilities and Services Act 1998 (Act 586) & Regulations 2006 and the laws relating to private healthcare facilities and services enacted from time to time.
The Medical Practice Division: Private Medical Practice Control Section (CKAPS) of the MOH will be the key authority to look into this regulation.


The main objectives of the relevant requirements under the act are:
- Ensure the healthcare facilities and services comply with the minimum standards to minimising any risks related to patient care.
- Ensure integrity and professionalism among healthcare professionals to protect patient privacy, improve overall patient safety and reduce medication error.
- Safeguard patients’ interest and ensure that the patients’ right to receive quality and safe treatment.

Light plays an important role to achieve a practical or aesthetic effect in your clinic. It creates a comfortable environment to relax the mood and achieve good communicate between doctors and patients. A well-designed lighting can contribute to the prevention of medical errors and reduction of patient falls, stress, pain and depression.
For some reason, the minimum standards or requirements of healthcare facilities and services are important. For example, the toilet door should not swing in so that in an emergency case, it can still be open without injuring the patient or pushing the patient further into the toilet. Then, it should not swing into the corridors to prevent injuries patients in the corridor when the door is opened, the best way is choosing sliding door or folding door. And then, the corridor for patients also need to comply with minimum standards, this is because during the transportation of critically ill patients, healthcare professionals and multiple equipment are needed to accompany the patients.

Therefore, it is important to ensure that the healthcare facilities are built according to the approved floor plans by MOH and has the qualified personnel commensurate to the healthcare services intended to be provided, thereby the assurance of quality care, patient safety and the upholding of patient rights.
